Top Cams is set up a bit differently than normal webcam sites, as you only pay a monthly fee instead of a pay per minute charge to witness the hot teens play with themselves on webcam. There are over 70 different models on the site being featured across 11 different studio cams that you can rotate through and chat with whenever you want.

If you read my review on Seventeen Live, you kind of have an idea of what to expect with Top Cams, since they are both set up the same way inside as well. They do have different girls, it seems, so it's not exactly the same site. That's good, especially if you're a member of Seventeen Live already. But that also probably means that a lot of the problems that I ran across on Seventeen Live will be a problem here on Top Cams. Let's investigate and figure out if they're any major differences that I can pick apart here.
Just like on Seventeen Live, I only encounter 5 video chats working at the same time: two operators that don't seem to get naked, and three studio chats. These studio chats do get naked, and have live chats going where people are asking them to do different things to themselves. What I did notice that there are some of the same girls here as I've seen on Seventeen Live. So heed that warning if you're already a member there.
The video chat works as such: when you click on the girl you want to see, a pop up window comes up with the various controls and the video screen. You can actually open up a separate viewing screen to make the video bigger. You can also change the camera view 3 different ways in total with each studio cam. This gives you a nice selection of different ways to view the babe. There's also a chat window so you can interact with her, have a conversation, make requests, whatever. For some of the more perverted stuff, some girls might require that you give a gift or a tip, but this is purely optional.
In order to use the VIP section of Top Cams, you have to purchase credits to "give" to the girls. This way, you get one-on-one treatment like you would get at a pay per minute site. So it's not exactly a play for one low price site as they lead on. But you don't need the VIP section to have fun on the site. It only adds to the fun. You can also browse through all the models that they feature on the site, and check out their pictures from past cam sessions. This is a nice way to get to know some of the girls and see just how hot they can get on cam.
The gift shop is another way you can get friendly with the girls: by buying them gifts! You can do this directly through the chat window, or you can do it at the gift shop itself. You can also bid on items worn by the various models on the site as well to take a piece of her home with you.
There's a decent selection of picture galleries on Top Cams that you get access to, with a couple hundred different types of photo sets. Most photo sets only have a dozen or two dozen different pictures in it, but some have 40 or 50 in total. The pictures however are quite low quality, with some pictures coming in at a 500x360 resolution.
Just like Seventeen Video, Top Cams gives you access to Seventeen Cinema, which gives you a ton of movies to check out at once. The videos range from softcore to raunchy hardcore, which is definitely a nice perk. The videos are around 320x240 resolution, which isn't that great, but the high video brings you double the bit rate to make the video smoother for possible full screen viewing. The membership is a scaled down version of Seventeen Cinema though, as they're trying to get you to join that site as well. So you only get access to two videos per DVD available. That still helps to ease the pain of the cost of a total membership.

It's kind of weird that they would feel the need to have a site like Top Cams when they already have Seventeen Live. Maybe I'm missing something, or just looking for something that's not there. It's the same site with the same kind of problems: not enough content to warrant the cost, not enough quality on the cam videos, and just making empty promises that you're getting a raunchy cam site without paying a pay per minute charge. Yes, you don't pay per minute, but if you're expecting to have hot private cam sex with a model, you're going to have to pay anyway.
